The governor of Alabama has named Mark Fowler as state insurance commissioner, moving him from an acting commissioner position.
“I am deeply grateful to Governor Kay Ivey for the opportunity to serve as Commissioner of Insurance for the State of Alabama,” Fowler said in a statement. “I am touched and honored by the confidence she has shown in me through this appointment.”
Fowler, who joined the Department of Insurance in 2013, was named acting commissioner in July 2022, following the retirement of longtime commissioner Jim Ridling. As commissioner, Fowler leads the DOI in regulating the state’s insurance industry, overseeing consumer protection, and enforcing fire safety standards and codes. He will serve at the pleasure of the governor, a DOI spokeswoman said. Ivey’s term ends in 2024.
Prior to joining the department, Fowler had a 28-year career in government, public affairs and association management, the department said. He also served as Legislative Assistant to the late U.S. Senator Howell Heflin.
At the DOI, Fowler worked as government relations officer, chief of staff and deputy commissioner. During his tenure, he helped guide some 40 bills through the state legislature, the department said in a statement.
Fowler graduated from Auburn University with a bachelor’s degree in audiovisual communications. He also holds a master’s degree in political science from Auburn–Montgomery University.
