Rinhabitants of Cleveland who qualify can now claim up to $800 in the assistance to public services through the Winter crisis program.

The Home Energy Assistance Program (HEAP) is used in conjunction with the Step Forward Winter Crisis Program to grant residents up to $175 for customers of a regulated utility.

Customers of unregulated utilities, such as municipal utilities and electric cooperatives, can earn up to $800.

Households that have been disconnected, are at risk of becoming disconnected, or have less than a quarter of the value of a tank of bulk fuel will benefit from this one-time payment.

Residents must have a gross income equal to or less than 175 percent the federal poverty level to qualify for assistance.

The resident’s utility bill or heating system repair costs will then be covered by the funds.

Customers must make an appointment by calling (216) 350-8008 to request payment. In addition, candidates can make an appointment via the To advance website.

Just be aware that appointments are only offered Monday through Friday from 8:00 a.m. to 4:00 p.m. and walk-ins are not permitted.

What do I need to apply if I qualify?

You must submit the following information in order to request assistance:

    • Photo ID for each name on the gas and/or electric bill
    • Social security cards
    • Birth certificates
    • Proof of disability (if applicable)
    • A list of all household members and proof of income for the last 30 days or 12 months for each member
    • Current gas and electricity bills

The data can be downloaded by the candidates on the To advance website. If you are unable to use their website, you can email [email protected] with your application documents.

The Advance main drop box is located at 2203 Superior Ave, Cleveland, OH 44114, where you can also submit your information.

However, Step Forward asks for copies of your documents rather than the originals. You must provide all necessary documents at leastt three days before your appointment. Incomplete documents could delay your help.
