    On November 22, the Legislative Assembly of Costa Rica accepted for consideration Bill No. 23478 to amend the VAT Law to allow a VAT exemption on the mandatory annual auto insurance premium of 13% (SOA). [Costa Rica, Legislative Assembly, 11/22/22]
