Jacqueline Kaiser, Judy Patacsil and Michelle Rains appear to be heading for election victory, joining Christian Garcia and Roberto Rodriguez on the board in December.

SAN MARCOS – Three new trustees were elected to the Palomar Community College District Board of Trustees in the November 8, 2022 general election: Judy Patacsil (Zone 1), Michelle Rains (Zone 4) and Jacqueline Kaiser (Zone 5 ).

In Zone 1, which includes most of the district south of Interstate 78 and west of I-15, incumbent Mark Evilsizer is retiring after 20 years of service on the board. Patacsil ran against Frank Xu and, as of November 21, was in the lead with 53.7% of the vote.

In Area 4, the administration area that stretches from I-15 east to near the Salton Sea, administrator named Kartik Raju was beaten in the race by Rains, who had obtained 56.9% of the votes on November 21.

And in Zone 5, which includes Fallbrook, Bonsall, East Oceanside and Camp Pendleton, Kaiser knocked out incumbent Norma Miyamoto with 52.5% of the vote as of Nov. 21.

“On behalf of the Palomar College community, I welcome our new trustees to the Board of Trustees and thank our outgoing trustees for their service to this institution,” said Superintendent/President , Dr. Star Rivera-Lacey. “We look forward to working together to further our mission and for the future success of Palomar College.”

New board members will be sworn in at a special board organizational meeting at 5 p.m. on Tuesday, December 13, 2022.

Patacsil has 30 years of experience as a higher education professional, with both counseling and classroom experience at several area institutions, including San Diego State University and the San Diego Miramar College, where she currently works.

Rains briefly attended Palomar College and now owns Cheers of Ramona, a restaurant in the community where she resides. Rains also sits on the Ramona Community Planning Group.

Kaiser is a regional director for MetLife who administers retirement plans for nonprofit government entities, including educational institutions and community colleges. She also sits on the Fallbrook Community Planning Group.
